Populationen består av samtliga EU-medlemsstaters representanter till elva av rådets arbetsgrupper och kommittéer vid varje undersökningsomgång. Den totala population för de sju intervjuomgångarna är 1947 representanter av vilka 1567 svarade, vilket betyder att svarsfrekvensen är 81%.
