Description

This study is a description of incoming reports to the Swedish Press Council during the period 1916-1987. Each incoming report is coded for the period 1916-1969 and every five report for the period 1970-1987. Part one includes information on the incoming reports over time with regard to what and who is reported, by whom and with what motivation and also how the report was treated. Part two only includes information on reported paper and decision.

Totalt har 7 504 ärenden kommit in till Pressens Opinionsnämn under tiden 1916-1987. Huvuddelen av dessa ärenden har inkommit under den senare delen av perioden. Endast 875 ärenden kom in under perioden 1916-1969. Ett systematiskt urval över hela perioden skulle därför medföra ett alltför litet material från den första perioden. Problemet löstes genom en kombination av totalurval och slumpvis urval. Samtliga ärenden inkomna under perioden 1916-1969 kodades. Av de därefter inkomna kodades vart femte ärende. Som utgångspunkt för kodningen har Allmänhetens Pressombudsmans diarium över inkomna ärenden använts. Efter att ha konstaterat att det inte fanns någon inbyggd periodicitet i diariet, beslöts att välja ut vart femte ärende i den ordning de inkommit. För varje år fastställdes en ´startsiffra´ med hjälp av en tärning.
